Embryonic stem cells are cells that are not specialized and potentially can generate lineages of different tissues and specialized cells.

The concept of "stem cell" refers to that, the ability to generate lineages of different types of cells. But there may be some "not specialized" cells that are not specialized neither stem cells. Thus not every not specialized cell is a stem cell.
