Please, read how how only one mutation can give rise to blond hair: National Geographic. That is a genotypic change. Also, heterozygous dark haired person can generate blonded hair offspring when coupled with another heterozygous.

Regarding phenotypic characteristics without genotypic support (what you mentioned as adaptation), it is likely that hair color changes are due to environmental factor externally affecting the hair.
